In 1968, Mr. Kramer enrolled at St. Thomas College in St. Paul, Minnesota. Following that, Mr. Kramer continued his study at the University of Minnesota in Minneapolis, Minnesota, where he earned a Bachelor of Arts degree in 1972. In 1976, Mr. Kramer enrolled at William Mitchell College of Law in St. Paul, Minnesota, to pursue a Juris Doctor degree. Mr. Kramer is up to date on legal matters, alternative dispute resolution (ADR), and continuing education requirements.​
